ROLE PURPOSE

As the Asset Delivery Lead for Technology Assets, you will be responsible for delivering a comprehensive portfolio of work, including inspections, maintenance, and various projects. This role covers all on-road technology assets (excluding those within tunnels), which provide critical information and safety to customers. Additionally, the role may involve supporting National Highways in delivering technology renewals outside the M25 network, building on prior experience.

Your focus will be on safe, predictable delivery of the annual program, with an emphasis on driving efficiencies in execution. You will also optimise resource utilisation within an organisational matrix to achieve effective and economical outcomes.

This role is responsible for delivering an annual budget of approximately £40 million across inspections, maintenance, and renewal projects, leading a multi-functional delivery team. Key internal interfaces include the Asset & Network Planning function (notably the Asset Sponsor for Technology Assets), Network Operations, and CPS Senior Leadership. Externally, the role engages with senior leaders from supply chain subcontractors, M25 community members (especially Framework contractors for Connect Plus), as well as National Highways and other external stakeholders.

Safety

  • Demonstrate high standards of visible safety leadership.
  • Ensure that required safety performance levels are met and promote behavioural safety throughout the team, following the principles of “Making Safety Personal.”
  • Foster a strong safety culture within the team.

People Leadership

  • Lead a large team to deliver a portfolio of inspection, maintenance, and project outputs on time and to quality standards.
  • Ensure team members understand relevant delivery targets and expectations, optimising productivity across the team.
  • Engage front-line Maintenance, Inspection, and Supervision teams, managing their work to support quality and efficiency.

Portfolio Management

  • Oversee a portfolio of asset inspections, maintenance, and projects, ensuring alignment with asset requirements and organisational objectives.

Delivery Accountability

  • Take full responsibility for all aspects of delivery related to the assigned asset type, including scheduling, execution, and completion of inspections, maintenance, and projects to meet required timelines and quality standards.

Budget Management

  • Monitor and control performance against the in-year delivery budget and overall project budgets, implementing corrective actions to maximise financial and operational performance.

Stakeholder Engagement

  • Serve as the primary point of contact for internal stakeholders and clients related to the delivery portfolio.
  • Escalate critical decisions and unresolved issues as necessary, ensuring timely and effective resolution.

Resource Allocation

  • Collaborate with Inspection, Maintenance, and Delivery PMO leads to efficiently coordinate resources within the organisational matrix, meeting project deadlines and quality standards.

Reporting and Compliance

  • Ensure all asset delivery activities comply with relevant laws, regulations, and company policies.
  • Prepare monthly reports on portfolio delivery and present them to clients and senior leadership as required.

 

EXPERIENCE / CRITERIA

Required

  • Proven experience in maintenance, project delivery, or a related field.
  • Strong leadership skills with experience managing a team, preferably within a matrix organisation.
  • Ability to manage multiple projects simultaneously under pressure.
  • Familiarity with industry safety standards and regulations.
  • Bachelor’s degree in engineering, construction management, or a related field, OR equivalent industry experience.
  • Certifications: Project Management Professional (PMP) or equivalent certification.

Location:

This is a hybrid role designed to fully maximise team collaboration on the project, we therefore expect a minimum of 60% of your time to be spent at a CPS offices.
