Role Profile:

The Structural Engineering Design Manager oversees the delivery of cost-effective, high-quality design solutions for maintaining and enhancing M25 structural assets, including bridges, tunnels, and retaining walls. This includes managing design deliverables from Framework Consultants, reviewing and challenging options, and ensuring compliance with standards and stakeholder needs.

The role involves coordinating with National Highways, Connect Plus, and internal teams to deliver projects on time and budget while mentoring engineers within the team. With a focus on innovation and technical excellence, the manager ensures all designs meet CPS and DBFO quality standards, supporting the sustainability and reliability of critical infrastructure.

 

Accountabilities

  • Oversee and validate deliverables from external and internal design teams to ensure compliance, completeness, and optimal asset solutions.
  • Develop and agree project briefs covering scope, budget, and programme with design teams and suppliers.
  • Manage external design suppliers and internal resources to deliver projects on time and within budget.
  • Lead optioneering, feasibility studies, and whole-life cost analysis for design solutions.
  • Prepare and review contractual documentation and manage the Design Review Process in line with the DBFO contract.
  • Ensure designs meet DBFO contract and CPS quality standards, and comply with CDM Principal Designer duties.
  • Liaise with National Highways and Designated Nominees on structural technical matters and submissions.

 

Qualifications/ skills/ experience:

Essential

  • Relevant vocational qualifications (MEng/MSc/BEng/BSc/HNC and HND).
  • Membership of an appropriate professional institution (ICE, IStructE or IHT) or alternatively registered with the Engineering Council working towards IEng or CEng level or with good relevant experience and expecting to obtain CEng within 12 months from appointment.
  • 40 hours of CPD in last 12 months including 20 related to structures/bridges/highway engineering.
  • Competent in originating and checking Bridge Structural and/or Tunnel Structural Design and Assessment drawings, calculations and risk assessments.
  • Knowledge of CDM and other H&S legislation, and competent in exercising the Designer’s duties and the Principal Designer duties under CDM.
  • Broad knowledge of Quality Management.
  • Excellent IT Skills relevant to Civil Engineering Design and Microsoft Office.
  • Knowledge of design and assessment standards (DMRB / MCHW / Eurocodes etc.) relevant to Bridge and/or Tunnel Structures.
  • Design management and team building skills.
  • Ability to develop relationships and engender trust at all levels of the Connect Plus Services organisation and with Clients

Location:

 

This is a hybrid role designed to fully maximise team collaboration on the project, we therefore expect a minimum of 60% of your time to be spent at a CPS offices.
