About the Role

This is a unique opportunity to take on a leadership position at the heart of a major infrastructure programme with over 15 years remaining, offering you both long-term stability and room to grow. As Self-Delivery Manager, you’ll be shaping the future of how we deliver asset renewals across one of the UK’s most critical road networks — the M25.

You’ll lead a talented team of project managers, overseeing a £20 million annual programme and delivering around 200 renewal projects each year. These span multiple asset types, including M&E, nearside barriers, signage, lining and studding — all under CPS’s role as Principal Contractor under CDM regulations.

This role is all about impact and improvement. You’ll focus on increasing delivery predictability and driving value through smarter, more efficient use of CPS resources and labour. You’ll also ensure your team is supported, resourced, and equipped to consistently deliver high-quality work.

What You’ll Be Doing

As a Self-Delivery Manager, you’ll play a pivotal leadership role in delivering high-impact infrastructure renewal projects across the M25. With a focus on value, safety, and performance, you’ll shape the success of a vital programme — while inspiring and supporting a team of project managers to achieve their best.

In this role, you will:

  • Champion safety through visible, values-led leadership, promoting a positive safety culture rooted in Making Safety Personal and upholding CDM responsibilities.

  • Lead and develop people, supporting your team’s growth while fostering collaboration, knowledge sharing, and continuous improvement across asset delivery.

  • Drive delivery excellence, ensuring each project is planned and delivered to agreed budgets, timeframes, and quality standards — aligned with our wider Delivery Strategy.

  • Steer strategic planning, supporting the Asset Management Forward Plan (AMFP) with insight, influence, and a clear focus on realistic, deliverable outcomes.

  • Own financial performance, monitoring budgets and proactively identifying efficiencies, especially through increased use of internal resources and self-delivery.

  • Build strong stakeholder relationships, acting as a trusted point of contact for internal teams and external clients to enable clear, timely communication and decision-making.

  • Plan and allocate resources, ensuring your project teams are well-supported with the right people and plans in place to meet both short and long-term needs.

  • Ensure governance and compliance, producing clear, insightful monthly reports while working closely with PMO and Compliance to align performance with wider business goals.

You’ll ideally have:

  • A proven background in project delivery or a related field

  • Experience leading teams, ideally within a matrix organisation

  • The ability to manage multiple priorities calmly and effectively

  • A solid understanding of industry safety standards and CDM regulations

  • A degree in engineering, construction management, or relevant field — or equivalent practical experience

  • Familiarity with NEC3 or NEC4 forms of contract

  • A recognised project management qualification (e.g. PMP or equivalent)

Location:

This is a hybrid role designed to fully maximize team collaboration on the project, we offer flexible working where you will typically be working from your base CPS office, Leatherhead, Dartford or South Mimms up to three days per week and two days from home.
