Role Purpose:
The primary focus of this role is to provide strategic leadership and guidance in the development and implementation of an Enterprise Risk Management (ERM) framework within CPS. This role will play a crucial part in shaping business planning and objectives by integrating operational and financial risk considerations. The aim is to establish a comprehensive risk management approach that identifies, evaluates, and communicates key risk areas, providing the CPS Senior Leadership Team with clear visibility into organisational risks and enabling informed decision-making and control strategies.
Key Operational Objectives:
- Develop the CPS Enterprise Risk Management Strategy: Craft a robust ERM strategy tailored to the needs of CPS.
- Establish a Risk Quantification Methodology: Create and implement a standardised approach for assessing and measuring risk.
- Collaborate with Senior Leadership: Engage with senior leaders and their teams to identify and contextualise risks across all business areas.
- Aggregate Risks into Enterprise-Level Concerns: Synthesise discipline-specific threats into overarching enterprise risk categories.
- Evaluate Business Practices: Assess the effectiveness of current practices in managing enterprise-level risks.
- Confirm Multi-Aspect Management Scenarios: Work with Directors and their teams to validate comprehensive management plans.
- Resource Planning and Costing: Plan and estimate the resources, logistics, and costs required for managing enterprise-level risks.
- Develop Risk Cost Estimates: Collaborate with commercial teams to estimate costs related to residual risks for each scenario.
- Create Risk Presentations: Design effective presentations to illustrate current and projected risk levels, associated costs, and funding needs.
- Integrate Risk Costs into the Financial Model: Ensure all risk-related costs are reflected in the CPS financial planning.
- Manage Commercial Staff: Oversee and guide commercial staff in achieving the objectives of the ERM function.
- Enhance Organisational ERM Capability: Work with Directors and their teams to improve and strengthen the ERM skills and processes across the organisation.
Interfaces:
CPS Senior Leadership Team
The successful candidate shall also interface with technical (Asset Management and Engineering) Teams, Operational Teams (Operations, Maintenance and Network Access) together with financial, commercial and enabling functions.
The successful candidate will also be required to interface with the CPS supply chain including identification of where changes to the supply change may be appropriate, plus may be required to interface with the CPS Board and Parent Companies.
Accountabilities:
- Demonstration of a clear understanding of organisational risk management relating to large DBFO / PFI and communicate this across the organisation.
- Develop and enhance an enterprise risk strategic approach, methodology and implementation procedure, including the development and ownership of documentation at executive level.
- Collaborate closely with other senior leaders and directorates to identify, verify and quantify existing risks, together with accountability for developing risk management/mitigation scenarios.
- Developing high-level cost models for both current risk profiles and risk management scenarios
- Holding business leaders accountable and closely monitoring performance and risk against our Strategic Business Objectives and contractual obligations.
- Ensuring risk is communicated to the executive level within CPS (Senior Leadership Team and CPS Board) including robust quantification obtaining agreement and support for proposed management measures including the long-term financial model and resulting annual budget cycle.
- Building strong working relationships with fellow senior managers and enhancing collaboration across teams.
- Supporting regularly reviewing and refining the CPS Business Strategy to appropriately incorporate risk management and financial considerations.
Experience/Criteria required:
Qualifications/ skills/ experience: |
- Be able to demonstrate knowledge and experience of risk management at an organisational level
- Shall be fluent in management and financial accounting principles and presentation.
- Be able to demonstrate experience in asset management including asset intervention prioritisation, and management of residual asset risk.
- Shall have a proven track record of delivering engineering projects (in design, construction or both) and be able to demonstrate working knowledge of network management, incident response and resource management.
- Be conversant with technical language and details.
- Be contractually astute and able to engage with professionals across a wide range of disciplines.
- Be conversant with the Highways Act, Health and Safety at Work Act and the CDM Regulations, allowing compliance with these legal aspects to be identified and qualified with the enterprise risk considerations.
- A relevant professional qualification and ideally Chartered / Incorporated status with a recognised and relevant UK institution.

Location:
This is a hybrid role designed to fully maximize team collaboration on the project, we therefore expect a minimum of 60% of your time to be spent at a CPS offices.
