We are seeking an accomplished leader to join the CPS Senior Leadership Team and head up our Asset & Network Planning (A&NP) function. This pivotal role will provide strategic oversight and management for a team responsible for setting asset, environment, and network plans, managing capital and revenue budgets, and ensuring performance governance across the entire asset lifecycle.
Role Purpose:
This role is to provide leadership and management as a core member of the CPS Senior Leadership Team and to lead the Asset & Network Planning team (A&NP).
The A&NP team is responsible for setting the asset, environment, and network plans, managing asset capital and revenue budgets, and governing asset and network performance. A&NP manages the performance of all asset types across the entire asset lifecycle, assures asset design and delivery against engineering and safety standards, and provides insights, intelligence, and portfolio coordination across all asset and network decision-making.
Role Responsibilities:
• Set plans and strategies for all asset types to govern performance, addressing the evolving demands of the network, our clients (National Highways and Connect Plus), and our JV Parent Companies
• Oversee the portfolio of asset, environment, and network works, including asset and network analytics capability, to provide intelligence and insights across CPS assets
• Agree on annual asset-type budgets, ensuring performance and prioritization of intervention decisions across the asset lifecycle
• Assure that design and delivery are managed to engineering, regulatory, and safety standards
• Track, analyse, and report performance
• Guide the A&NP team to effectively achieve objectives and foster a continuous improvement culture
• Establish the new A&NP team by March 2025
Interfaces:
INTERNAL: Peers on the CPS SLT as well as ‘Heads of’ / SMT across CPS.
EXTERNAL: Allocated responsibility for relationships with leaders in Connect Plus (CP), National Highways (NH) and Parent Company & JV Partner Board members
Accountabilities:
- Responsible for standing up and empowering the new A&NP operating team by end of Mar_2025
- Accountable for asset lifecycle risk and performance, and contractual obligations
- Responsible for planning all assets lifecycle needs, inputs into annual budget and managing the TOTEX budgets
- Setting, regularly reviewing and refining asset plans, including inspections, planned maintenance, environment and scheme works, and driving requirements for quality asset data in line with contractual obligations
- Collaborate with senior leaders in Delivery, Commercial and Finance to ensure asset performance by balancing short-term risk management, longer-term investment and commercial considerations
- Ensuring insights are captured and shared to support intelligence-led decision using intelligence, investment, and analysis capabilities
- Holding Asset Delivery and Network Operations teams accountable for provision of quality asset data and compliance with relevant industry standards
- Assurance of design works in line with standards and regulations
- Responsible for CPS network stewardship approach and investigations of Road Traffic Incidents
Experience / Criteria Required:
Qualifications/ skills/ experience:
- A relevant professional qualification and ideally Chartered / Incorporated status with a recognised and relevant UK institution.
- Strong experience of asset management, prioritisation, and investment planning in a critical infrastructure environment
- Proven experience in managing digital change and data management
- Experience in building collaboration across teams for continuous improvement
- Experience of working in a Joint Venture or similar arrangement (desirable)

Location:
This is a hybrid role designed to fully maximize team collaboration on the project, we therefore expect a minimum of 60% of your time to be spent at a CPS offices.
