LOCATION: Based in any of the CPS offices (Leatherhead, South Mimms, or Dartford) with regular travel to other office locations
(Job sharing or flexible working arrangements will be considered for this role)
ROLE PURPOSE
As the Asset Delivery Lead for Tunnels and Dartford assets, you will oversee the delivery of a high-profile portfolio of inspections, maintenance, and renewal projects across critical national infrastructure, including five tunnels and the Dartford Bridge. These assets play a vital role in the M25 network, demanding excellence in planning and execution to meet legal, regulatory, and customer requirements.
You will collaborate closely with the Asset & Network Planning and Network Operations teams to design and implement achievable delivery programmes, ensuring safety, efficiency, and quality in a highly complex and congested environment. Managing an annual budget of approximately £30 million, you will lead a multidisciplinary team and foster strong relationships with internal stakeholders, subcontractors, and external partners, including National Highways and Framework contractors.
Your role will focus on predictable, cost-effective delivery while driving innovation and continuous improvement. By optimising resources within an organisational matrix, you will ensure sustainable and economical outcomes, delivering value to both customers and stakeholders.

Portfolio Management
- Oversee a portfolio of inspections, maintenance, and projects, aligning activities with asset-specific needs and organisational goals.
- Ensure timely, high-quality execution of all activities, continuously seeking operational efficiencies.
Delivery Accountability
- Take full ownership of the planning, execution, and completion of works across tunnels and Dartford assets, ensuring compliance with standards and timelines.
Budget Management
- Manage the £30m annual budget effectively, implementing corrective actions where needed to optimise financial performance.
Stakeholder Engagement
- Serve as the primary point of contact for all delivery-related matters, maintaining strong relationships with clients, subcontractors, and other stakeholders.
- Address critical decisions and unresolved issues promptly to achieve project objectives.
Resource Allocation
- Collaborate with Inspection, Maintenance, and PMO leads to allocate resources efficiently within the organisational matrix.
Reporting and Compliance
- Ensure compliance with relevant laws, regulations, and company policies.
- Prepare and present regular reports on portfolio performance to senior leadership and clients.
EXPERIENCE/CRITERIA REQUIRED
- Proven experience in maintenance, project delivery, or a related field.
- Strong leadership skills and experience managing teams, preferably within a matrix organisation.
- Ability to manage multiple projects under pressure.
- Comprehensive understanding of safety standards and regulations.
- Bachelor’s degree in engineering, construction management, or a relevant field OR equivalent industry experience.
- Relevant certifications (e.g., Project Management Professional [PMP], SMSTS).

Location:
This is a hybrid role designed to fully maximise team collaboration on the project, we therefore expect a minimum of 60% of your time to be spent at a CPS offices.
