Connect Plus Services (CPS) operates and maintains the M25 motorway network, including all adjoining trunk and slip roads on behalf of Highways England.

Severe Weather
During severe weather we ensure, as far as is reasonably practicable, that safe passage along the highway is not endangered by snow or ice.
Keeping all carriageways clear of snow and ice is achieved by undertaking prior treatment. This prevents the formation of ice or accumulation of snow.
We coordinate our activities to ensure consistency across boundaries between service providers: for the M25, that means working closely with our neighbours, including local authorities and other Highways England areas.
Individual forecasts are received for each of the routes, ensuring that we are working efficiently and effectively.

- 140 qualified winter fleet drivers

Control Rooms
Our expert operators keep watch over the M25 from control rooms in Dartford and South Mimms, where they monitor our road network 24-hours a day, every day.
Our operators have access to 478 Highways England cameras and specialist heat-map sensors.
They are able to identify and assess incidents quickly. GPS tracking systems on our fleet of operational vehicles means we deploy resource efficiently, based on the needs of the network.
Our aim is to keep the M25 and its arterial links open and traffic moving. As a result, we provide our customers with reliable and safe journeys. Our control rooms play an important part in us achieving this.

Roadspace
Improving roadspace is critical to improving the user experience on our network. Through planning, co-ordination and collaborative sharing of roadspace we can deliver fewer lane and carriageway closures. This limits the impact our important works have on the road user, whilst enhancing the co-ordination of programmed of works on the network and delivering cost savings.
Operations & Maintenance
Operation and maintenance of the network is carried out by our team of highly skilled crews.
Examples of the works carried out include:
- Routine and cyclical operations such as litter picking, vegetation clearance and road maintenance
- Tunnel and structures maintenance
- Incident response and defect management

Safety
We are all committed to adopting and promoting best practice, learning from our own experiences and being part of a wider highways community that constantly seeks to raise the benchmark on safety performance.
One of the biggest improvements within safety has been the removal of live carriageway crossings.
Asset & Project Delivery
The Asset and Project Delivery Team are responsible for all aspects of management of the network asset.
This is an end to end responsibility, covering asset monitoring, inspection, analysis and whole life costing assessment. Combined, it aims to determine optimum intervention strategies, associated investment recommendations and management of projects on the network to deliver asset renewals; including design, project management, construction management and commercial management.
The teams, suported by the Engineering Department and the Project Management Office, is divided into five units: Structures, Linear, Improvements, Technology and Environment.

The Dartford tunnels
The Dartford crossing provides an essential transport link between Kent and Essex enabling the movement of goods accross the country.
The Dartford tunnels have been classified as category ‘C’ tunnels under the ADR regulations (Carriage of Dangerous Goods by Road). HGVs carrying dangerous goods need to be escorted through the tunnel in accordance with the International Carriage of Dangerous Goods by Road (2017) act.
It is a vital part of our operation to ensure that Dangerous goods are transported safely through our tunnels, presenting minimal risk to the travelling public. Dangerous Good are classified as materials or items with hazardous properties which, if not properly controlled, present a potential hazard to human health and safety, infrastructure and/ or their means of transport.

Last year, we were recognised for the development of our stationary vehicle detection technology, which we are certain will improve safety on our network. We also successfully teamed up with Balfour Beatty Plant & Fleet and Toyota to trial a hydrogen fuel-cell car on the M25 network. This was the world’s first commercially produced hydrogen-powered vehicle to operate on a live highways’ maintenance network, carrying out daily motorway safety inspections.
Our approach to innovation doesn’t stop at technology. We will also continue to forge ahead with our concrete trials on the M1 between Junction 6 and Junction 5, which will see the installation of five different surface treatment options, based on concepts from around the world.
The implementation of our Mass Action Treatment (MAT) programme for junctions on the M25 network will improve safety across the network. This supports Highways England’s long-term vision that ‘no one should be harmed whilst travelling or working on the strategic road network’.
We are now in an even stronger position to develop and implement market leading projects to improve network performance. Using the M25 as a testbed for innovation seeks to support Highways England in securing the future of the Strategic Road Network.
To deliver this vision effectively, improvement ideas and suggestions from all business areas are essential. We are living in a time when technological changes have the power to alter our roads and our current concept of mobility. Innovation is an exciting prospect and we look forward to continually transforming the M25 network.

Our approach to engaging with young people throughout their education expands their awareness of career opportunities in the construction sector. We also strive to instil core safety values in primary school pupils as their independence grows.

We have experienced the fruits of our labour and seen the joy on children’s faces as they experienced their new play areas as part of our CPS in Bloom initiative. We’ve also witnessed the sense of achievement secondary school pupils felt as they completed their end of year presentations to a panel of judges at their Year 10 Careers Convention.
Our approach to engaging with young people throughout their education expands their awareness of career opportunities in the construction sector. We also strive to instil core safety values in primary school pupils as their independence grows.

Considerate Constructors Scheme (Safety)
The Considerate Constructor Scheme (CCS) has awarded Connect Plus Services (CPS) excellent and exceptional scoring against each of the categories – appearance, community, environment, safety and workforce.
The Scheme looks at the measures an organisation has put in place to be more considerate towards local neighbourhoods and the public, the workforce, and the environment.
Construction sites, companies and suppliers voluntarily register with the Scheme and agree to abide by the Code of Considerate Practice, designed to encourage best practice beyond statutory requirements.
Following our latest Considerate Constructors Scheme (CCS) assessment, we are delighted to announce that we have scored 44 out of 50 in 2019. This is two points higher than last year and equates to 4.5 stars out of 5.
The overall score is based on the performance of our registered sites across the network.
We scored ‘exceptional’ in a number of categories, including Appearance, Community, Safety and Workforce. This truly demonstrates our dedication as a business to being a considerate constructor.

We monitor our road network 24-hours a day, every day.
Our expert operators based in our control rooms at Dartford and South Mimms keep watch over the M25.

Our operators have access to 478 Highways England cameras and specialist heat-map sensors.
They are able to identify and assess incidents quickly. GPS tracking systems on our fleet of operational vehicles means we deploy resource efficiently, based on the needs of the network.

Severe Weather
Severe Weather
During severe weather we ensure, as far as is reasonably practicable, that safe passage along the highway is not endangered by snow or ice.
Keeping all carriageways clear of snow and ice is achieved by undertaking prior treatment. This prevents the formation of ice or accumulation of snow.
We coordinate our activities to ensure consistency across boundaries between service providers: for the M25, that means working closely with our neighbours, including local authorities and other Highways England areas.
Individual forecasts are received for each of the routes, ensuring that we are working efficiently and effectively.

What we do
Connect Plus Services (CPS) operates and maintains the M25 motorway network, including all adjoining trunk and slip roads on behalf of Connect Plus.
The M25 is one of the busiest sections of road in the UK. It is also undoubtedly one of the most significant.
We carry out routine maintenance, winter maintenance, as well as managing the whole-life requirement of the asset. We also manage the operation of the network and identify ways of reducing delays and improving journey time reliability.

Motorways are major roads of regional and urban strategic importance, often used for long distance travel.
All-purpose trunk roads (APTRs)
A1, A405, A40, A30, A3, A23, A21, A20, A2, A282 (including the Dartford River Crossing), A13, A3113, A1089.
All-purpose trunk roads (APTRs) are class ‘A’ roads usually with high traffic flows and are often the main arteries to major destinations.
Eyes and ears
Our unique Network Operations Centre (NOC) delivers real-time coordinated control of on-road resources, monitoring and capturing all aspects of network performance.
Our people
With more than 600 staff based at seven depots around the M25, we are able to respond to incidents quickly and effectively to keep traffic flowing on this busy road.
Our experience in resolving challenging network issues means we’re well-placed to be custodians of the UK’s busiest road network.
