The Asset Management & Network Planning Lead drives the strategic planning and optimisation of the M25 motorway network within Connect Plus Services (CPS). This team plays a vital role in ensuring the safety, efficiency, and reliability of the network by integrating engineering expertise with innovative solutions. Their adoption of cutting-edge practices, such as the digital twin of the M25, has enhanced data-driven decision-making and improved safety. Through advanced asset management strategies, they have projected £48 million in savings over the 30-year contract, contributing to network resilience, economic growth, and community well-being.
Your purpose
The Asset Management and Network Planning Lead will provide leadership and control of all asset management functions for the M25 and the surrounding sections of the Strategic Road Network. CPS operates a complex and diverse asset, and the role will oversee the activities of multiple specialist teams, including: Pavement, Structures,Drainage,Vehicle restraint systems,Road markings & signs,Boundary fence and environmental barrier,Lighting,Technology,Tunnel mechanical and electrical assets,Environmental assets
- Lead CPS Asset Management teams, ensuring compliance with contractual, legislative, and corporate objectives.
- Develop and enhance the CPS Asset Management Strategy, ensuring alignment with evolving network demands.
- Optimise Asset Investment Planning, identifying cost-effective maintenance and renewal solutions within budget constraints.
- Oversee key documentation, including the Strategic Asset Management Plan (SAMP), policies, and processes.
- Foster accountability and continuous improvement, ensuring compliance with ISO 55001 and other accreditations.
- Promote data-driven decision-making, risk management, and asset performance metrics for transparency and efficiency.
- Implement risk management processes, identifying and mitigating network risks while supporting sustainability initiatives.
- Lead network stewardship, preparing investment business cases for network improvements.
- Engage with stakeholders, including CPS functions, supply chains, and National Highways, and represent the A&NP directorate at senior forums.
- Manage and lead a diverse team of 60+ asset engineers, specialists, and managers.
What you can bring |
Qualifications/ skills/ experience:
- Relevant professional qualification, ideally Chartered/Incorporated status with a recognised and relevant UK institution.
- Proven experience leading Asset Management teams within highways infrastructure or related sectors.
- Experience of operating effectively in engineering or technical environments.
- Project-focused leadership with demonstrable experience fostering collaboration and continuous improvement within teams.
- Experience in a Joint Venture or similar arrangement (desirable).

Location:
This is a hybrid role designed to fully maximize team collaboration on the project, we offer flexible working where you will typically be working from your base CPS office, Leatherhead, Dartford or South Mimms up to three days per week and two days from home.
