You will lead the financial and commercial management of projects from inception, tendering to delivery, ensuring their success by overseeing risk management, procurement, contract administration, financial reporting, and supply chain management.

With expertise in civil engineering contracts, you will assess requirements, identify changes, and evaluate their impact. Collaborating with the estimating and commercial team, you’ll quantify costs and provide persuasive recommendations.

As a leader and mentor, you’ll guide a multi-disciplinary team to achieve project goals within time, cost, and quality constraints. Ideally, you are a Chartered Member of RICS, ICES, or CIOB, with a strong track record of developing teams and supporting professional development while maintaining your own CPD.

 

Financial:  Responsible for: securing multi-million pound funding for; defending costs against the contract; preparing and interpreting complex technical reports and arguments; interpreting technical data.

Organisational:  Direct reports could include; Commercial Managers, Project/ Asset Managers, Estimators & Quantity Surveyors

 

Accountabilities:

 

Commercial Administration

  • Provide commercial input to Buildability and Value Engineering reviews.
  • Manage the feedback of commercial data to Planning and Estimating.
  • Maximise digital opportunities.
  • Support the review of tenders and cost data.
  • Manage the preparation of the Target Cost for a project.
  • Coordinate the commercial team to ensure programme issues are identified and addressed.
  • Oversee the preparation and review of Earned Value Management.
  • Manage the preparation of the monthly Cost and Value Reconciliation (CVR) and associated commercial reports.
  • Report and explain the commercial aspects of a project.
  • Ensure the feedback of commercial data to Planning, Estimating, Marketing, and Sales.

Procurement

  • Establish client supply chain requirements and advise on alternative forms of contract and procurement arrangements.
  • Formulate and manage plans for resource procurement.

Development, Recruitment, and Retention

  • Oversee recruitment, management, development, and retention of staff.

 

Personal Qualities & Experience Required:

 

  • Proven track record of delivering projects successfully, with excellent understanding of standard contract forms.
  • Skilled in commercial/project management communications and factual report writing.
  • Strong experience in implementing safe systems of work and operating effectively under high-pressure situations.
  • Exceptional verbal and written communication skills, with the ability to engage all levels of the organisation.
  • Effective team leader with a talent for mentoring, inspiring, and empowering teams to achieve shared goals.
  • Commercially astute with strong problem-solving skills and knowledge of performance evaluation techniques and key metrics.
  • Qualified with a BSc or MSc in Quantity Surveying, Management, or Construction (or equivalent) and membership of a professional body (e.g., ICE, RICS, ICES, APM) or working towards it.
  • Holds CSCS (Professional Qualified Person), SMSTS or equivalent, and a valid UK driving licence.

Location:

This is a hybrid role designed to fully maximize team collaboration on the project, we therefore expect a minimum of 60% of your time to be spent at a CPS offices.
