CPS – Asset & Network Planning

ROLE LEVEL: P4+/M2+
REPORTS TO: CPS Asset & Network Planning Director
LOCATION: Leatherhead, South Mimms, or Dartford offices, with site visits as required.

CPS currently requires all employees to work flexibly from CPS offices across the network, undertaking site work and site visits as needed. Note that all CPS works are undertaken as nightworks; therefore, overnight site visits may be required to inspect the asset portfolio, review works, and engage with teams.


ROLE PURPOSE

The M25 Tunnels Asset Sponsor is a new role in CPS. The Sponsor is responsible for strategic planning, management, long-term overview of execution and performance of the M25 Tunnels as well as the Dartford Queen Elizabeth II Bridge across the whole asset works portfolio for all CP and CPS workstreams including Asset Lifecycle Renewals including M&E assets, Improvements and Planned Maintenance. This equates to c. £80m+ of investment over next 5-years.

The M25 Tunnels Asset Sponsor is also responsible for holding the Asset Delivery team to account on the agreed optimised integrated plans with the aim of sharing roadspace across different programmes of activity. As part of this the M25 Tunnels Asset Sponsor will develop holistic risk management plans to manage the potential impact of change and review mitigations proposed.

M25 Tunnels Sponsor Role is to:

  • Be accountable for M25 Tunnels asset TOTEX budget
  • Act as owner for asset performance across the asset lifecycle
  • Review the asset needs plans and develop business cases as required
  • Review asset prioritisation decisions, working closely with A&NP Asset Managers, Engineering and Commercial
  • Agree delivery plans with Asset Delivery team across Maintenance, Renewals and M&E Assets (PDA) Lifecycle and Improvement projects
  • Review strategic integrated plan to optimise network usage, agree budget to deliver and hold the Asset Delivery team to account

 


DIMENSIONS

Financial Responsibilities:

  • CPS: Responsible for overseeing the financial performance of the M25 Tunnels against the strategic plan.

Organisational Responsibilities:

  • CPS: In a CPS A&NP leadership role, responsible for overseeing the financial performance of the M25 Tunnels against the strategic plan.

INTERFACES

Internal:

  • CPS A&NP, Asset Delivery, and all L2 Managers across CPS.

External:

  • Allocated responsibility for relationships with Asset and Programme leads in Connect Plus (CP), National Highways (NH), and Parent Company & JV Partner Board members.

ACCOUNTABILITIES

  • Responsible be accountable for M25 Tunnels asset TOTEX budget
  • Reviewing and refining integrated asset plans with CP/CPS Asset Managers and Asset Delivery leads to ensure vfm and delivery certainty.
  • Acting as internal Client for delivery of the M25 Tunnels Asset Management Forward Plan (AMFP) works portfolio for all CP and CPS workstreams and CPS Planned Maintenance.
  • Responsible for the holistic risk management plans, including the management of the potential impact of change.
  • Develop and maintain strong collaborative relationships with key internal and external stakeholders including but not limited to all CPS functional areas, CP and National Highways (NH) to ensure full mutual understanding of the M25 Tunnels portfolio delivery objectives.

EXPERIENCE/CRITERIA REQUIRED

Qualifications, Skills, and Experience:

  • A relevant professional qualification, ideally Chartered / Incorporated status with a recognised and relevant UK institution.
  • Experience of asset investment and delivering value for money management in a construction critical infrastructure environment
  • Strong stakeholder influencing and management skills
  • Project focussed leader with demonstrable experience building collaboration in teams for continuous improvement
  • Experience of working in a Joint Venture or similar arrangement (desirable).
  • Experience of tunnels and/or highway structures asset management (desirable)
